Abstract

This paper looks at the elements that are needed to implement an effective quality assurance program for a concrete paving operation. In this paper, the authors argue that the benefit of a good quality assurance program far outweighs the costs associated with it for both the agency and the contractor. New technologies are described that can provide information that allow monitoring of the properties critical to pavement longevity. Many are nondestructive and thereby reduce quality control costs compared to traditional monitoring tests. The intent of this paper is to show how a good quality assurance program could benefit both the contractor and the agency without adding significant cost.
