Abstract

This paper summarizes the development and sensitivity of a Level 1 prototype performance-related specification (PRS) for concrete pavement construction. The prototype PRS requires that a pavement lot be divided into consistent sublots for the measurement of quality characteristics (QACs), which are then used to estimate future performance and life cycle costs (LCCs). The difference between the LCCs of the target (as­ designed) pavement lot and the actual (as-constructed) pavement lot is used to determine a rational pay adjustment. Both means and variations of all QACs are directly considered in the pay factor determination. A Level 1 prototype is offered as a first step in the implementation of a truly practical PRS. It is designed to be flexible by using an agency's current sampling and testing procedures. Independent pay factor curves are developed for each included QAC. The overall lot pay factor is calculated as the product of the independent pay factors. A Microsoft Windows-based computer program, PaveSpec, was developed to demonstrate the specification (simulating pavement performance and generating pay adjustments).
